Study On The Policy Of Overseas Students To New China

The research's object is the policy of overseas students to China, its research background is the development state of China's politics, economics, diplomacy and higher education, its two research dimensions are time and content. The policy of overseas students to China is divided into five stages, that is, the start-up period (1949-1956), the reform period (1957-1965), the "Cultural Revolution" period (1966-1976), the rapid development period (1977-1992) and the specification development period (1993 - present ).The research gives a comprehensive analysis of historical evolution of the policy of overseas students to China.Through the analysis, we can see: First, the distribution of source countries is from single to diversifying and neighboring countries have become big source countries; The profession learned turns to humanities from institute, Chinese language is dominant; the education level of overseas students is from degree into non-degree, ordinary visiting scholars are largest. Second, the policy of overseas students serves the national strategy firmly, and the value orientation experienced consolidating the new state power---to fulfill internationalist duty---to promote social open---to promote international changes in universities. Third, on problems of the policy of overseas students, four recommendations are proposed to optimize it : First, to build quality control system of overseas students in China; Second, to perfect the system of scholarships for overseas students; Third, to attach importance to the education of international understanding; Fourth, to optimize the service system for overseas students.
