Education is very important to every one and his and her family, even his mother land. ensuring the same education for each one is significant. In the government report of 2011. premier wen made clear to the requirements what the standardizations of education shoud achieve. That is the safeguard for every students : they can receive the same quality of education including the same equipments for teaching and environment of education no matter where they are. The basic equal education serves at present is a vital indicator to education measurements which radical politicians and academics carry great weight . This paper analyse the education fame on the view of the basic equal education serves selectively. Reorganise the education expengding by the extreme ratio,Theil-coefficient and coefficient of variation.and find the difference of the educational expenditure in the nationwide scale, and east- neutral-west scale as well as city– countryside scale. And then analyzes the educational expenditure system by the historical method to find its affects to the non-equalization in the basic education . Makes every effort to discover the reason for the non-equalization in the basic education.and offer some countermeasures such as transfer payment to solve the non-equalization in the basic education.
