The Research On Management Of Family Planning For Floating Population With Perspective Of Embeddedness

With the deepening of reform and opening up and economic development, large amount of rural population leave their hometown and pour into towns and cities. On one hand, floating populations play an important role in promoting the development of social; on the other hand, it increases the difficulty of management. The floating population spread all over the country, and they have no fixed place to live and work, most of them are in the baby boom, and birth concept is backward, They are the difficult object for the family planning work. Inflow providing them with reproductive health, family planning services do not sufficiently meet their needs, resulting in the family planning management of the floating population is difficult and weak, and so on. For the floating population, the needs of services for family planning and reproductive health and others can not be guaranteed, many social problems appear easily, such as abandoned children, illegal maternity. And now the current management model which the current residence government plays a major role and the original residence government plays a supporting role notoriously hard to make work. Therefore, we should strengthen the management of the family planning, and should update management idea and analyze management ways. It has a great significance for upgrading the level of the whole society of family planning , and achieving the development of the population planning, economic and social.This article explains the concept of floating population and family planning and analyzes the main features of the floating population. It reveals the management of family planning for floating population has become the focus and challenge for the family planning work. According to China's family planning status of the floating population, we discuss the dilemma from two sides. From one side, first, the government attaches importance to the management, but ignores the services. They have the mentality of prevention and precaution for floating population, so that floating population is difficult to enjoy a variety of free services. Second, comprehensive pattern is difficult to form. The conflict of functions and benefits in the authorities at all levels results in reducing the efficiency of the implementation; Again, they do not fully grasp the information of floating population, it can not effectively supervise the behavior of illegal fertility; Finally, the management system is backward, and the services of family planning can not meet the needs of floating population. From the other side, when they Migrant in the family planning policy, On the one hand, the phenomenon of going against the relevant child policy often occurs; on the other hand, the needs of floating population do not meet, and they have a bit of a holdout for the management. Then This article analyzes the causes of the problems from the four aspects of political embeddedness,cultural embeddedness,relational embeddedness and cognitive embeddedness with the perspective of embeddedness, including political,cultural,personal and so on. Finally, This article puts forward a demand-oriented management system for floating population to improve family planning management. We should insist on the people-based, manage according to law and focus management on providing services.
