In today's school education, moral education is too particular about content and stylization, lacking of practical results, the declining of the moral standards of student has become an indisputable fact. The lack of civic responsibility deserves the blame for this decline; it is because of the lack of a sense of responsibility to society and others that lead to a series of unhealthy moral phenomenon. The responsibility education for junior high school students has become an inevitable requirement of our country's social transformation and the development of globalization. In the past, civic responsibility education in school puts emphasis on political responsibility, and this kind of education is one-sided. The new round of the national curriculum reform changes the situation. It takes civil responsibility education as an important part of moral education, and put forward specific goals of citizen responsibility. Thus it can be seen that responsibility education is not only a necessary requirement of social development, but also an important goal of school moral education. Junior school stage is the critical period for the formation of young people's ideology and morality. The responsibility education appears to be critical for junior high school students. The paper studies citizen responsibility education from the perspective of the implementation of school curriculum. Look forward to providing useful thoughts for the responsibility education of junior high school students.In this paper, qualitative research method is applied, and a middle school in Zaozhuang is selected as a case study. The Paper takes interviews, which come from writer's interview to the teacher of ideology and morality course of the school, as a basis, supplemented by the analysis of interviews and classroom observation of students and other related data. By organizing the study of civial responsibility education both at home and abroad, arriving at the current situation of the topic and the perspective of this study,The paper consists of four parts. The first section describes the origin of the study, clarifying questions and research significance, and put forward research ideas, identifying research methods and data, collection method and the process; the second section of this paper is to define the relevant concepts and the summarization of the current research. and summarizing the relevant content of the implementation of the curriculum, to provide theoretical support for this study; the third section is the core of this study, showing the current situation of the implementation of citizen responsibility education in ideology and morality course in junior high school. The Division firstly analysis the responsibility content in the version of Shandong People's ideology and morality course, including the analysis of responsibility goals in new curriculum objectives ,then taking the interview to teachers and students as support, showing the current situation of responsibility education from the perspective of the content of civil responsibility education, textbook, curriculum objectives, classroom implementation, assessment and evaluation, the effectiveness of responsibility education and the support of responsibility education ,and so on. The fourth section, on the basis of the analyzing of the current situation, finding out both the problems which lie in citizen responsibility education and the corresponding countermeasures.
