With China’s economic and social development, promoting the balanced development of compulsory education has become a priority work for the education administrative department. The balanced development of compulsory education is not only the essential requirement of socialism, but also an important measure to implement the party’s eighteenth great spirit and the "Compulsory Education Law".Due to the characters of compulsory education,this is the most fair needed period. To guarantee the quality of compulsory education is not only the final goal for the the education reform but also the eternal pursuit of of educational development. Teacher resource of compulsory education is one of the main contents of compulsory education activities, is a strong guarantee for the quality of compulsory education.As the foundation of the whole education system, the teacher resources allocation, due to economic level, population distribution, education policy is not consistent among inter regional, inter provincial, urban and rural areas, the difference about the quality of education in different regions of the school-age children enjoyed is huge, which seriously affected the education fairness and social fairness. With the concept of a fair education become popular, the called for the balanced development of compulsory education in rural areas is gradually rising.To achieve balanced education, to achieve balanced development of compulsory education in regional, inter- urban and rural areas,and interscholastic, to provide the protection of the rights for the educated is the key way to advance the compulsory education’s balanced development, and teachers are core resources which need to be rational allocated most for education. Balanced configurating of teacher resources is not only a critical factor affecting the balanced development of basic education, but also is the key point that hinders the balanced development of basic education.Rural teachers are the only anchor for the development of rural compulsory education, providing a high-quality teacher faculty is the primary basis way to solve the imbalanced development of rural compulsory education. Through conducting research on rural compulsory education faculty in Jianyang,Sichuan Province and analyzing current configuration status of rural compulsory education teachers with literature analysis method,we found that the configuration of teacher resources of compulsory education in rural areas of Sichuan Province presents many problems such as: rural teachers configuration department’s administrative authority and financial authority is inequality; teachers in rural areas are insufficient and all-round teacher is also in shortage; prominent structural contradictions; teachers’ rights protection system is imperfect and so on. Therefore, this article aims at analyzing the reasons according to the current problems, and then separately from the compulsory education funding, teacher resources’ allocation department, structure configuration of compulsory education teachers, mechanism construction for teachers’ reasonable flow,proposing a balanced strategy for rural compulsory education teacher configuration to achieving educational equity, and promoting its balanced development.This paper consists of five parts:The first part: introduction. Mainly introduces the present research situation about rural compulsory education teacher resources allocation of domestic and foreign countries, the definitions of core concepts, the purpose and significance of research and research methods.The second part: investigate the main current situation about rural compulsory education teacher resources allocation of Jianyang, and the data analyze of rural compulsory education teacher resources allocation mechanism, teachers’ quantity, the structure of teachers, teacher flow and protect the rights and interests of the system.The third part: analyze the structural problems of allocation situation of rural compulsory education teacher resources of Sichuan Province, find that the low professional development level of rural compulsory education teacher,the number of primary and secondary school teachers in rural area is clearly insufficient, the structural contradictions in the allocation of teacher resources is prominent, and teacher has a single flow direction etc.The fourth part:analyze the causes of rural compulsory education teacher resources imbalance allocation of Sichuan ProvinceThe fifth part: put forward the strategy for rural compulsory education teacher resources allocation of Sichuan province.
