In rural areas, education is the important part of education, although the reform and opening up, rural education has undergone great changes, but weak in rural areas, the overall situation of education has not been fundamentally improved. Overall, the status of educational development is Unbalanced, primary and secondary basic education is relatively weak links, especially in remote rural and minority areas, the situation of basic education is more serious, urgent need to improve. And rural teachers are the core of education in rural areas, development of rural education is the key to improving the overall quality of rural teachers, rural teachers to promote professional direction.In recent years, scholars have made a lot of characteristics of competence for teachers and discussion, but the competence of rural school teachers to explore less, more a lack of comprehensive empirical research. In view of this, this research will construct the teachers in rural primary and secondary in Southwest competence model. And there also will be discuss that how competence through Human Resource Management Practice influences performance.Based on the literature analysis, the checklist scale survey and the expert advice, compiled an initial questionnaire. After a small sample survey,367 teachers completed the initial questionnaire, and the data was deal with exploratory factory analysis. Later, the formal questionnaire was developed.completed by 507 teachers and also discussed its reliability and validity. This study also revised the questionnaire of Human Resource Management Practice questionnaire. Finally, The relationship of competence, Human Resource Management Practice and formulated performance was studied. The results showed that:(1)The competence model for teachers contains four-dimension structural model. They Are communication and cooperation, self-image, teaching skills and work attitudes.(2) The formal competency scale on primary and secondary school teachers in rural southwest has a favorable homogeneity reliability and split-half reliability, that is 0.8071and 0.753. All of the construct validity, content validity and discriminate validity accords with the demands of psychometrics. So, it could be applied as a tool of assessing competency for primary and secondary school teachers in rural southwest.(3)The revised questionnaire of Human Resource Management Practice has a high reliability and fair validity.And its validity accords with the demands of psychometrics. So, it could be applied as a tool of Human Resource Management Practice.(4)Through the competency, Human Resource Management Practice and the performance of Pearson related test results revealed that three in two related in the middle and high level. After the construction of structural equation modeling, result shows:joining the Human Resource Management Practice variables, competency performance prediction coefficients by 0.577 increasesed to 0.703, which means that the intermediary role of the Human Resource Management Practice is Significant.
