"Running a special education"was written into the report of the 19th National Congress of the Communist Party of China,highlighting the party's increasing emphasis on the education of children with disabilities.In the 1960s,inclusive education advocated equality and acceptance of educational ideas,and advocated that children with disabilities and ordinary children learn together in the same environment,rather than accepting socialization in a closed environment.As an emerging educational concept,integrated education provides an effective way for the educational placement of a large group of disabled children in China,and has a tremendous impact on the development of special education in countries around the world.This paper takes the integration education of disabled children in urban primary schools as the theme,and takes the H primary school in Hefei as the investigation point.It conducts in-depth interviews with ordinary teachers,special education teachers and parents of disabled children who are involved in the practice of integrated education,and visits Hefei Social Rehabilitation Organization and the Disabled Persons' Department.To collect first-hand information on the specific practice of urban primary schools to carry out integrated education for children with disabilities.Through reviewing the inclusive education literature and combing the education policy for children with disabilities,combined with the results of the research on the operation of the Anhui Disabled Persons' Rehabilitation Institutions and the Scientific and Standard Management of the Disabled Children,the analysis of the general primary schools in the process of implementing the integration education for disabled children The dilemma and causes are discussed,and the model of integrating education services for disabled children is constructed from the perspective of social work.This paper is divided into four parts.The first part is the background,significance,research status,research methods and definition of the core concepts of children with disabilities and integrated education.The second part is a description of the specific practice of integrating education in urban primary schools.The main contents are:the needs of parents of disabled children,the integration of disabled children,individualized education,individualized counseling and home-school relationship.The third part is based on the investigation of the status quo of integrated education,comprehensive analysis of the difficulties and reasons for the implementation of integrated education in urban primary schools.In terms of dilemmas,the analysis of the gaps in the practical operation process of the policies for the integration of children with disabilities,the lack of integrated educational resources and the low recognition of integrated education from the outside;in terms of reasons,the theoretical perspective of the perspective of disability,from the practical perspective At the operational level,the education system and the construction of barrier-free environment are lagging behind,and the understanding of integrated education is promoted.The fourth part is to use the professional characteristics of social work to construct an integrated education service model.From the main point of constructing the main body and object of the integrated education service,the macroscopic integration of social forces to develop the rehabilitation of disabled children's education;Children provide social support;micro-disciplinary management of children with disabilities with behavioral or emotional abnormalities,injecting fresh vitality into inclusive education.
