| Teachers are the core elements of the balanced development of compulsory education, this paper, the use of survey research, documentary method and so on, Hongshan District of Wuhan City Area Teachers to conduct analysis. Through the survey found, Hongshan District of Wuhan City Area Teachers of total overstaffing and the major structural imbalances exist, the overall quality is not high, targeted teacher education is not strong, innovative teacher management issues such as inadequate. From the promotion of balanced regional development point of view of education system are put forward countermeasures and suggestions:Innovative Teachers of management, strengthen the training of teacher training, establish an effective incentive system.
