As a public product, compulsory education belongs to the public service purely, and should be managed by the government.The government adopted a variety of educational policies to further deepen the reform of compulsory education in recent years. These policies have great impact on the rural and pastoral areas in Inner Mongolia, one of important one is the structural adjustment of compulsory schools.The implementation of structure adjustment of Compulsory schools promots the rational allocation of educational resources, improves economies of scale of compulsory education in schools of rural pastoral, optimizes the educational structure, and saves education funding. However, due to the actual situation is very different and local goverments have different understanding in implementation process, there are problems occur in the restructuring of layout of compulsory schools, such as the pursuit of quantity and speed, large size merges and student attendance difficults, whice not only affecting the development of compulsory education in some rural pastoral areas, but also contrary to the original intention of the government in formulating this policy.Structure adjustment of compulsory schools has been controversial in the academic world. But some of the negative impact that results from structural readjustment of compulsory schools must immediately be corrected and improved; otherwise it will directly affect the management efficiency of compulsory education supplied by the government and. How to fulfill the government's public management responsibilities, how to effectively integrate basic education resources to promote balanced allocation of educational resources, how to achieve the government's innovation in management system for compulsory education, promote rural compulsory education in pastoral areas development rapidly, healthy and stablely.These has becoming important issues facing the government management in the process of restructuring the layout of rural and pastoral areas compulsory schools. However, from the situation of the current academic research, there are relatively less achivments on compulsory schools layout restructuring for the rural and pastoral areas.This paper attempts investigate and study the layout structural adjustment to present compulsory education schools in rural and pastoral areas, analysis the background of related problems, and strives to dig the management difficulties in the implementation of the policy aspects and the root of the problems, makes the policy analyses in the management aspect. These efferts will have a positive influence on the future structural adjustment; whice makes the implementation of the policy more scientific, more human culture, and has been well implemented.
