The national education reform and development of long-term plan for 2010-2020 points out that to deepen education reform, enforce quality-oriented education, to promote the all-round development of students are the objectives in the future. To improve teachers' professional level and teaching ability, the rural teachers for primary and secondary school are the focus. In January 2011, ministry of education is about strengthening primary and secondary teacher training proposed the following isses: to promote the integrity of information technology and course teaching, to improve the teachers' education teaching in modern education technology, focusing on the teachers in the rural area, to organize and implement the training of primary and secondary school teachers.In recent years, shijiazhuang city bureau of education increasingly strengthen technical ability training, training teachers' participation in the main forms as the backbone of the concentration training, and good results have been achieved, but most rural teachers do not have the training opportunities. The school teacher's education technology ability did not improve a lot; In addition to this, the concentration of the training is the use of technology, not the application of the technology. The training is away from the teachers' teaching practice, so the trainee cannot promptly put the knowledge to the teaching practice, the consequence is that they forgot what they've learned.By focusing on the training of rural teachers in teaching design, this paper tries to find the appropriate approach for technological capability training strategy. First through questionnaire analysis, the influence of the education of teachers in rural areas of shijiazhuang region to promote technology level factors, aimed at the problems, on the basis of teachers from stratification, design for this area of education technology school-based training teachers mode.
