| In December 2008, the State Council Standing Committee passed the "The Advice of Implementing a Performance-based Pay System for Compulsory Education" for improving the primary and middle school teachers' salaries, Keeping and inspiring teacher's enthusiasm, and attracting more talent to join in compulsory education. All the compulsory education schools should have implemented a performance-based pay system for their teachers form January 1, 2009. The distribution of performance pay carried out by teacher's performance evaluation. Primary and middle schools have operated the performance evaluation activities on teachers among the provinces. Although the teacher performance evaluation index and method, varied, but the effect was not satisfactory, there still exists a gap in comparison with the purpose of country, and the most important reason was that the people can not understand the meaning of "performance pay",so the evaluation index can not reflect teacher's performance. This study is the starting point from which to hope design a set of relatively reasonable and feasible evaluation index for primary and secondary school teachers , and for better implementation that go with the of performance salary System.This paper divides into three parts:The first part: From the background of this question, combining domestic and foreign research status of faculty performance evaluation to introduce the related concepts of Teachers'Performance Evaluation and analysis the meaning and basis of the implement of it in compulsory education phase.The second part: By systematizing the sets about the purpose, subject, content, method of Teachers'Performance Evaluation in provinces and cities in China. With the practice process and outcome, summarizes the deficiency of Teachers'Performance Evaluation in elementary and secondary school. To make up for these disadvantages and design a more reasonable performance evaluation index, this paper adopts the Delphi method, in the form of questionnaire and through investigation and consult for three rounds, at last get a set of teacher performance evaluation index. The third part: Introduction of the evaluation index, the purpose, subject, content, method of Teachers'Performance Evaluation which determined in this paper. |
