In recent years, in many cities of China, what made the citizen over burdened is the extremely high pre-school education fees. This abnormal phenomenon actually accompany with the population aggregating from rural area to urbanism during the process of urbanization. In addition, the young generation who occupy the majority of the transient population are facing their childbearing age. In these circumstances, the demand of pre-school education is much greater than its supply and if this trend goes on it will push the pre-school education fees to peak in history. Overall, the demographic factors are the main factors in fees issue and the unbalance between supply and demand. This paper, after analysis the theories of urbanization and pre-school education, pays further attention to the demographic factors influence on pre-school education fees problem, such as the population scale, population density, population quality, age structure, transient population. In this paper Beijing was selected for the objective of analysis, and then the related data was collected to build up the linear model of pre-school education fees research. SPSS and stepwise regression analysis were applied to the quantitative analysis for demographic factors'affects on pre-school education fees of Beijing.Through regression analysis, the conclusion shown that, after controlling the general socioeconomic factors, two demographic factors are tightly related to the pre-school education fees problem in Beijing:population density and urban population, Thus the conclusion can be draw as that the population density has a positive influence on pre-school education fees and the effect will be enlarged, the urban population has a tiny negative effect on pre-school education fees in a certain period, as time goes by, it will switch to a positive one and boost the fees.
