| Innovation is the foundation as well as a necessary condition of entering prosperity for a country. Depending on independent innovation and accelerating technological progress is a prerequisite to upgrade competitive advantage and to enpower our country and people,further,it is a key point to realize industry transformation and upgrade。《Several opinions relating to support on accelerating the construction of the economic zone on the west side of the Straits,Issued by State Council》made a strategic disposition for on heightening the ability of independent innovation and promoting the upgrade of industry structure,which expressed requirements on industry upgrade in Fujian and setting the direction for industry upgrade,that is,realizing industry transformation and upgrade by innovation ability and innovation spirit。To speak of,the key point for independent innovation and technological progress is talents,especially the creative talents with both innovation ability and innovation spirit。Creative talents are not only direct driving force for economic growth , also effective measures on promoting regional economic development,what's more,they're the planners and developers which means important strength on industry transformation and upgrade。.At present,as the construction of the economic zone on the west side of the Straits moves forward comprehensively , Fujian is in the middle of a critical period on industry transformation&upgrade,therefore,enforcing the construction of Creative talents plays a important role in the realization of industry transformation&upgrade and Fast&Fine Economic Development。Diversified approaches were put into used in this thesis,such as the method of literature research,comparative analysis,Comprehensive evaluation,Quantitative analysis together with qualitative analysis etc。Firstly,based on analysis in the research of development process and current situation in Fujian,the thesis indicates that depending on independent innovation and Creative talents is an inevitable choice for realizing industry transformation and upgrade,it also points out the development route of industry transformation and upgrade in Fujian。Secondly,after in-depth analysis the role of creative talents to industry transformation&upgrade,the thesis indicates the requirement for creative talents in industry update,then makes a comprehensive evaluation on the construction of creative talents in Fujian based on following:the achievement gained,problem appeared and development potential in the construction of creative talents。Finally,it indicates the basic task and construction emphasis on the construction of creative talents Guarantee System in Fujian and will make related suggestion,which is both based on the current situation of creative talents in Fujian。Here are the main conclusions of this paper:(1) Industry transformation&upgrade in Fujian meets the needs of both external environmental impacts and internal industry;in the path of industry transformation and upgrade,Fujian should conduct the transfer in the following direction:playing a leading role in independent innovative,transforming economic increasing mode,focusing on scientific and technological innovation,promoting transformation of traditional manufacture,optimizing import&export construction,transforming foreign trade growing mode,developing the modern service industry vigorously and promoting industry transformation&upgrade。(2)Creative talents play a role of function,support and stimulate in industry transformation&upgrade。The current construction of creative talents in Fujian Province has made a lot of achievements such as continuous environment optimization,gradually improving platforms and growing quantity of creative talents,however,there still exits some problem such as a lack of creative talents,an unreasonable structure,a low investment in human resources and an unsound talents working mechanism。Still,potential advantages are obvious as following:large quantity of human resources,scientific research institution,foreign exchange and cooperation。(3)On account of creative talents demands for the industrial transformation and upgrade in Fujian,measures should be implemented as following to build a security system of creative talents in industry transformation & upgrade:innovating talents working mechanism,ensuring effective supply of creative talent, improving talents recruitment system,strengthening the innovative talents gathering,improving talents working mechanism , giving a full play to creative talents , establishing investment&guarantee mechanism and improving the innovative capacity of creative talents。... |
