Floating population has become the part of China's social and economic development, especially the urban social developing, its status is as important as the residents of cities and rural villagers. To solve the problem of floating population is beneficial to China's urban and rural development, eliminating dual society brings a series of contradictions. For floating population, at first, our government used controlling method, but with the development of the times, more and more providing services for the floating population, to promote the urban integration is adapting the demands of the era of practice.This article researches the floating population of city fusion from the social capital theory. Firstly we analyze the present situation of contemporary Chinese migrants: Floating population structure presents equilibrium, widely distributed and relatively concentrated, professional scope and depth some development trend; And further analysis and review of Chinese government to the founding of the floating population policy changes, the ban to control from the beginning again to control up to current fusion and so on four stages, highlight the importance of urban integration of floating population, all is the construction harmonious society must experience process.Secondly we analyze the composition of floating population social capital. Thinking trust is composed of floating population based social capital. Standard is floating population consists of solid guarantee of social capital. Social network is capital formation of floating population of the key; And on this basis, this paper points out further integration of floating population in urban problems: One is the traditional social capital and modern social capital exists between the friction, the traditional social capital of floating population rely excessively on hindering the process of urban integration, but modern social capital deficiency seriously affected the enthusiasm of floating population city fusion; Two is macro social capital and medium social capital influence each other, the government organizations and floating population between folk organization powers-not the problem, the government organization excessive intervention floating population of folk organizations behavior made its function degradation inside, unable to represent the interests of the floating population demands, but floating population folk organization itself insufficient force floating population construction of lack of initiative into spirit; Three is macro social capital and microcosmic social capital textures, the government organizations and flow between population estrangement, government to lack of awareness of the floating population, the trust of government of floating population is not high, the floating population is causing explanations of urban fusion .Finally based on urban floating population in the defects existing in the fusion, puts forward relevant policy suggestions: One is handle the traditional social capital and modern social capital relationship, do foster strengths and circumvent weaknesses, mutual confluence; Second, we will improve the macro social capital and medium social capital relations, distinguish government organizations and non-governmental organization of floating population's rights and so on, give full play to the government's auxiliary function and folk organization partner status; Three is the comprehensive development of the macro, meson and microcosmic social capital, set up government organizations and floating population trust relationship between groups, government information publicity and cultivating floating population public spirit is the main means.
