The purpose of this paper is to explore the characteristics of psychological quality structure of technical category teachers of PE institutes, to exploit the creative potential and to train the innovative personality of them, to acquaint the affecting factors and restraint on the innovation activity and psychological quality of them, and meanwhile, to provide a theoretical service of innovative practice for them. The research mainly uses a method of questionnaire survey to inquiry PE teachers of technical category in several colleges of Northeast of China and to analyze the data by using software of SPSS17.0 to show: The load of concept factor is supreme and the load of ability factor is minimum in the 5 factors which exist in the innovative psychological quality structures of technical category teachers of PE. The Correlation coefficient of knowledge and ability factors are supreme, the knowledge and willpower factors are minimum. There are 3 factors which affect and restrict the innovation of PE teachers of technical category, that is, environment, teaching and individual mind. According to these points of view, a conclusion can be made that: The structures of innovation of technical category teachers of PE include five dimensionalities: thought mood, ability, knowledge, willpower and concept .The correlation degree of thought mood, knowledge and ability is higher, and the correlation degree of willpower and concept also is higher. The correlation Degree of knowledge and ability is highest. The correlation degree of knowledge and willpower is lowest. A special generating and developing process and pattern exists in each dimensionality of the innovation of psychological quality structure. Thereinto, innovative consciousness and thought take the leading role; The general ability is the foundation of ability and the specific ability is the stratosphere of the general ability; The Principal Components of knowledge lie in possessing a broad spectrum and rational knowledge; The key function which Each quality of willpower brings lies in making clear the goal of the process of willpower; The correct global view and terminal value play a central role of willpower and contribute a very important regulation.PE teachers of technical category have some differences including their different ages, different educations, different professional titles, different subjects and gender to the cognition of psychological qualities. The management of PE institutes should improve the mechanism of the social security, assess and motivation to PE teachers of technical category, offering the training opportunities to them and establishing an innovative team which should be high-efficiency and reasonable. At the same time, PE teachers of technical category should advocate heuristic methods of teaching and train the innovation ability of students.
