With the continue expansion of the scale of doctoral education in China, the quality of doctor students educating concerns is rising rapidly. As we all know that the quality of doctor students is closely related to doctor students educating system. Based on the rational choice of institutionalism analytical framework, this study tries to find the main problems in the existing doctoral students educating system by unscrambling and evaluating it, and discusses the routing to improving the system.According to the rational choice of institutionalism analytical framework, on a specific action arena, under the restriction of the fixed action situation, in order to pursue the maximize interests of itself, the actors would commit more rational strategies. This study consisted that if there is some imperfection lies in the doctoral students educating system, they were likely to commit opportunistic practice to purse their maximize profits. While the institute cannot amend these practices, the actors will be impelling to the opposite side, and the dilemma of collective actions will be emerging. That comes to the end of doctoral quality reduction. Thus, institute is the key factor that will influence doctoral quality. Therefore, we can replace the issue that of doctoral educating with the issue that of educating institutions of doctors.This study unscrambles in remarkable depth, by analyzing U / H University as a case. Via analyze, we can get the conclusion as follow: 1) under the direction of Utilitarianism, the doctors would like to obtain maximize profits with less cost; 2) the existing institute for doctor educating is only a product that imported abroad, which is a extern institute, that cannot be march well with Chinese tradition culture and history. External institutions are not base on facts, so they cannot assure the quality; 3) the existing system impels the various actors commit opportunistic practices, which is the main reason for the decline of doctors'quantity.
