" Laborer Shortage" as a kind of social phenomenon has become many scholars' research topics. Nowadays China has made a tremendous economic development based on her labor force advantage, while the labor market ironically steps into a "The Amalgamation of Ice and Fire" dilemma---on the one hand, it becomes more and more difficult to find a job; on the other hand, the problem of "Labour Shortage" has been stood out more and more extensively. With the reform of rural lands and the change of production relations in rural area, surplus labor force is released massively; and in recent years, the employment situation of rural migrant workers in cities has been improved, too. These "good policies" should have brought "warm spring" into the labor market. However, "cold winter" is still there. The problem of "Labour Shortage" will also be discussed by NPC and CPPCC as a significant issue this year. This paper, combined with empirical research and normative discussion on the labor export in the region of Lianyungang in jiangsu province and the labor receiver in Shanghai area, through the comprehensive analysis of the static studies on the relation between farmers and lands, "working life"of migrant workers and the dynamic studies on the relation between the generational change of migrant worker groups and regional economic development, explores the nature of the current contradictory phenomenon of distortions of the relation between supply and demand in the Chinese labor market. In orde to solve problems, This paper mainly from the perspective of rational choice of migrant workers, migrant workers groups through about the economic cost, social cost, culture cost considerations discuss the phenomenon and its essence, with period for the government to provide some policy recommendations, to relieve or solve "laborer barren" the problem.
