At the beginning of 1980s, the system reform and social structure transformation have provided free flowing space for Chinese farmers. in order to improve the quality of life, many of them, under the survival rationale, arrive in the city seeking the non-agricultural jobs. More than 20 years passing by, with economy development and enhancement of people's live, these Urban-farmers no longer take the city as the place where they make money merely. More and more farmer workers are eager to settle down in cities. A quite large number of them have had the fixed housing, stable professional and firm living foundation in cities. What's more, their families have migrated to the city and their children also have got education in the city. They have planned to live in the city permanently. And, some of them already have the city identification, becoming the citizens. Meanwhile, with quickening of urbanization and modernization, it is a necessity for more and more rural population to move into the city, so it is full of significance to study the action of urban-farmers settling down in cities.The paper takes urban-farmers who have settled down in the city as the objects of study, analyzing their action of settling down in cities with the rational choice theory. Through research, this paper discovers: 1. the action of urban-farmers settling down in city is the rational action with explicit purpose. The time of their willingness to settle down and the reason why they do so are all clear and evident. Moreover, it manifests their social rational choice from the reason for their settlement. 2.In the movement of urban-farmers' settling down in cities, the amount of individual resources has the important influence on it, therefore, they adopt the effective method to control more economical capitals,the human capital and the social capital as far as possible, in order to strengthen their own power and realize the goal of settlement. 3. System and structure have some restricts on the movement of urban-farmers' migration to cities. However, comparied with before, the restriction degree has declined gradually, which is the result of interaction between urban-farmer and constitutive strength.At present, in order to keep pace with urban'ization, more urban-farmers who are still floating between countryside and city need to settle down in the city. So, on one hand, the urban-farmers must rationality promote their own economical capital, the human capital, the social capital, to satisfy resources for settlement. On the other hand, national government also should provide the more loose system environment and the more benefitpolicy for the movement of urban-farmers settling down in cities; only by these twoaspects joining together, it can practical promote the movement of urban-farmers settlingdown in cities and the rapid advancement of urbanization.
