Study On The Current Situation Of The Enroll Basketball Referee Team In Guangxi Zhuang Autonomous Region And Its Solutions

With the Beibu Gulf economic circle constructed, China-ASEAN Free Trade Zone agreement signed and Nanning chosen to be the permanent city to hold China-ASEAN Expo, Guangxi Autonomous Region, as the main passage to the sea in the Southwest China and a bridgehead opening to the world, is gaining a Great-leap-forward development in its economic construction. At the same time, with the development of Physical Education in Guangxi, basketball cause also gains the opportunity to develop internationally. Several international Basketball matches have been hold in Guangxi since 2008.As a result, a great challenge was laid in front of the basketball referee team. Various high level basketball matches frequently hold in Guangxi have greatly improved the development of basketball in Guangxi. To make a positive analysis to the current situation of basketball referee team in Guangxi, to find out the reasons restricting its development, and to put forwards to some effective solutions to these problems, to help the basketball referee team in Guangxi improve their competence steadily and healthily and make another new progress. Some methods, like documentary data, questionnaire, statistics, interview and comparative analysis, were applied to detect the causes to the current situation of basketball referee team in Guangxi and the problems restricting its development and make my own efforts to improve the whole competence of basketball referee team in Guangxi. It is shown that some progress was made recently in the work of basketball referee team, while some problems can be listed as follows:1. Personnel structure of basketball referee is unreasonable. A few are national referee, no international referee. Basketball referee training and development vary from district (city) to district in Guangxi. Female referees are in short supply. Some excellent and potential referees were found after a long time. High level referees are out of stock.2. Basket referees in Guangxi are commonly young, lower in education and professional post, poor in English and computer and network application. No network-based information platform in Guangxi was built for the referees to exchange the idea and study with each other.3. Some contents in provincial examinations for the referees in Guangxi are not designed scientifically, which can't match with those in the national examinations.4. Some factors of social environment affecting the basketball referees'impromptu judgments: Lower competitive performance; less administrative supervision; imperfect supervision to referees; lack of circumstance provided for the referees'further education;The concept of amateurism ; lower reward.5. It is necessary for the Guangxi to set up an system to prepare the referees for national level tests;According to the current problems in Guangxi basketball referees'development, some solutions to improve their level must be taken as follows:1. The administration of Guangxi basketball referee and upper leaders should make all their efforts to improve the basketball competitive performance in Guangxi. At the moment of the rapid economic development and the establishment of China-ASEAN free trade zone, Guangxi should try to hold more high-level basketball competitions, through which some young referees can get the further education.2. With the support of State Physical Culture Administration on"2011 Basketball Training Project in West China", more training opportunities should be given to the basketball tutors, athletes and referees. More and more referees can be the national referees. If possible, there will be at least one international referee in Guangxi within decade.3. English and computer should be involved in the tests at different levels in Guangxi. Physical fitness tests in Guangxi should be in a line with the National Tests, of course, some adjustments to the criteria can be made according to the reality in Guangxi.4. Under the guidance of Guangxi Sport Physical Culture Administration, Guangxi Basketball referee committee and basketball association of the cities at different levels should form a leading group out of some experienced referees to select and train the referees for the national ones, especially to set up a long-term mechanism to enrich the referee with referee theory and skills for impromptu judgment, and to improve their abilities of English and computer.5. To make a further study on the Guangxi basketball administrative patter and to perfect the systems of referee management. An electronic database should be built up for key referees to gain regular training and assessment and to receive social supervision openly online. It is helpful for the referees to gain the people's acceptance and understanding and support of the society.6. With the policy of Guangxi physical culture administration and partially financial support, or referees'self-raised fund, some other warm-hearted people are also encouraged to build up a information platform (website for referee, QQ group or Femoo etc.) and an good atmosphere for referees to study and communicate with each other, to raise the level of the whole referees in Guangxi.
