For a long time, affected by various unfavourable factors, there is a large gap between the supply and demand of high skilled talents, lag behind the demand of social and economic development, brings a series of negative effect, accelerate the development of high-skilled talents becomes a urgent need. Today, economic globalization is growing, high-skilled talents is the refiact of the nation core competitiveness, training a large number of high skilled talents who have exquisite kill, is the importantguarantee of the optimization and upgrading industrial structure and important measures of building innovation-oriented country. Moreover, the cultivation of talents is inadequate. The serious shortage of skilled talents will be the bottleneck to sustainable development of social and economic.The dissertation is divided into six parts. The first part introduces the research backgrounds, significance and innovation. The second part application the document analysis, analysis the connotation and extension of high skilled talents concept, discuss the characteristics and the increasingly important role of high skilled talents in economic development and development trends. Based summing the past scholars research about the life cycle career, combined with our high skilled talents characteristics, division the whole life cycle stages of high skilled talents. The third part from the social, economic, environmental and career planning view discuss the reasons for the shortage of high skilled talents. The fourth part learn experiences from European, Japan, Korea about life long education of high skilled talents. The fifth part combined with China actual conditions, proposed different learning objectives about preparation stage of vocational skills, trial stage of vocational skills, mature stage of vocational skills, upgrading stage of vocational skills, decline stage of vocational skills. And proposed life-long learning strategies for highly skilled talents at different stages. Finally, summary the text, and points out the limitations of this dissertation, prospect the future research.
