In the 21st century, with the opening of Teacher Education System process, the teachers team management in China is more and more scientific, standardized and institutionalized. The university teacher qualified access system as an important means to promoting university teachers professional development plays a very important role in constructing the university teachers team and improving the quality of university teachers. In particular, China Teacher qualification system is still in the initial stage, the teacher certification system and the process of building the system itself, there are many areas that deserve reflection and problems to be solved. Therefore, the strengthening of the qualification system of university teachers and understanding the university teacher qualification access system developing laws are great significance to constructing a scientific and rational the university teacher qualification access system.This paper consists of introduction, main body and conclusion.The introduction has five parts. The first part is the topics reason. It is a very important condition to ensuring the higher education quality that making the university teacher qualification access system to keeping the university teacher entry, selecting excellent teachers and using its full potential. The second part is to define the concept of "college" and "College Teacher Certification System" for a brief introduction. The third part is the Related Literature Review. Scholars research the university teacher qualification access system from all angles. But the main is to introduce certain practices of Teacher Certification, certification and accreditation standards of the theoretical basis of such issues is not enough. The fourth part represents research ideas and methods. In addition, this article mainly uses the system analysis and document analysis. The fifth part is brief description of the research innovations.The first chapter comprehensively analysis the theory foundation and the theory is Institutional Change Theory. It recommends the problem of the Institutional Change way, the Path Dependence and institutional issues such as complementary. All of this chapter, as foundations of the following text analyzing problems and proposing a solution.The second chapter mainly introduces the development process of our University Teacher Certification System in history. This chapter briefly comb the requirements for university teachers in the early days and the "Cultural Revolution" period, focusing the development course of the qualification and appointment of teachers college system since the reform and opening up.The third chapter analysis the current qualification system of Higher Education Teacher certification standards, certification process problems and life-long process of certificate management issues from the characteristics of higher education in transition period , proposing the essence problem is within the College Teacher Certification System endogenous characteristics of neglect, university teacher qualification system and teacher professional development low duration complementary, and university teacher qualification system and teacher education system when there's low total of complementarity, that is both functional relationship between low-coupling.The forth chapter, the first under the substance of the issue - Teacher Certification System on endogenous characteristics of neglect, proposes should from its endogenous characteristics, that is, professional development needs of college teachers, making a complete set of countermeasures. Then take the system from achieving complementarity and complementarity of the starting time, improve the following three aspects such as the education system from the university teachers, university teacher evaluation system and related laws and regulations, to strengthen the complementary relationship between various systems.Conclusion part of the concluding remarks, and pointed out the inadequacies of the article.The Conclusion part summarize the content and points out the inadequacies of the article. Only by the way of improving and perfecting the university qualified access system, university teachers can go on the road to professional growth and development, professional college teachers can really be guaranteed, the overall qualities and educational qualities can be improved.
