As every nation?s educational reform constantly goes deeper,people increasingly realize the effect of teachers in the educational reform.Teachers influence the effect of the educational reform.China has comprehensively advanced quality education and has deeply reformed basic education in recent years.Enhancing the quality of teachers has become such an urgent task that teacher qualification systems and professional teacher development have become important research topics.The paper is divided into “introduction”,“the relationship between teacher qualification system and teacher professional development”,“the development of teacher qualification system and teacher professional development?s relationship”,“the strategies for improving Chinese teacher qualification system to promote teacher professional development” four parts.The first part mainly expounds the proposal of the problem,the purpose and the significance of the study.It summarizes and organizes the current study situation of teacher qualification system and teacher professional development at home and abroad.And it proposes the research methods and defines related concepts.The second part expounds the relationship between teacher qualification system and teacher professional development: one is teacher professional development needs teacher qualification system and the other is reasonable teacher qualification system must benefits teacher professional development.The third part summarizes and organizes the development of teacher education before and after teacher qualification system?s issuing.It summarizes that Chinese teacher qualification system exists factors that are against teacher professional development and analyzes the adverse factors: first,Chinese teacher qualification system shakes normal colleges? dominant position in teacher education system and other colleges? work on teacher education has many problems;second,the qualification of Chinese teacher qualification examination and the standards for education professional curriculum are low,and the curriculum system of teacher education is unreasonable;third,the regular registration system still needs improving,and related teaching training system also needs reforming.According to these adverse factors,the fourth part proposes strategies for improving Chinese teacher qualification system to promote teacher professional development: first,set certification standard for teacher education institution,develop different certification standards for different types of institutions,and reform normal colleges and non-normal colleges which work on teacher education;second,raise the qualification of Chinese teacher qualification examination,formulate education professional curriculum certification standards,reform the curriculum system of teacher education and especially educational practice;third,reform teacher registration system.Improve the regular registration system and strengthen teacher evaluation system.Reform teacher training system,prompt integration of pre-service education and post-service training,pay the same attention to both,and focus on new teacher?s induction training.Set contents of training and standards of registration according to stages of teacher professional development.The paper uses the relationship between teacher qualification system and teacher professional development as the entry point of the research.On the basis of the relationship of both,it uses literature analysis,historical approach and comparative approach to research the relationship between teacher qualification system and teacher professional development,and thus proposes strategies for improving Chinese teacher qualification system to promote teacher professional development.The paper makes a contribution to enriching and developing theoretic viewpoint.Meanwhile,it satisfies realistic needs of education,improves teacher education system,urges teachers to constantly renew educational knowledge and ability,prompts teachers to develop professionally,makes teachers set the thought of lifelong learning,and thus a group of high qualified teachers will be established.
