According to the general rule of industrial development,the adjustment and upgrading of industrial structure is the process of reconstruction in human resources'quality structure and quantity structure. International experience shows that in the process of industrial adjustment and upgrading skilled personnel as the most direct and active factor determines the process smoothly. Because skilled personnel is the important guarantee for the regional economic development and the upgrading of the industrial structure as well as will change with the change of economic development and industrial structure, the construction of skilled personnel team is a long-term dynamic process.The promulgation and implementation of The reform and development program of the pearl river delta region(2008-2020)and integrated reform scheme in Shenzhen took the reform and development of shenzhen as a national strategy, requesting Shenzhen to accelerate the transformation and upgrading of industry and construct the modern industrial system. Baoan as a developed region of industry in Shenzhen undertakes a very important task of adjustment and upgrading of the industry structure. For this reason, Baoan should build a skilled personnel team which has a huge numbers and high quality.Over the past 30 years, with the economic developing rapidly, Baoan has developed a vocational education and skills training vigorously and gradually established a modern vocational and technical education system which is characteristic of Baoan this made Baoan becomes an important clustering area and the forward position of the construction and training of technical talents in the pearl river delta region. This paper analyzes the basic situation of the skills personnel development in Baoan by using the questionnaire and interview method, etc, thinking that baoan has established a talents team with a comparative reasonable structure, has preliminary built up training system of skilled personnel, and the government has actively promoted the construction of skill talented person team. But the contradictions of skilled personnel structural in Baoan is still outstanding, the training of skilled personnel is imperfect, the low enthusiasm that enterprise develop skills training in Baoan, and that the policy system which government cultivates skills talent needs to be improved. These factors not only caused the imbalance between supply and demand of skilled personnel in Baoan, but in the long run also will restrict Baoan's change of economic development mode and the adjustment of industrial structure. Furthermore, it will affect the overall reform and development of Shenzhen. On the basis of understanding the current situation, this paper analyzes the situation of skilled personnel development with the SWOT method, explicating Five big advantages, Three big disadvantage, Four big opportuneities and Two big challenge that skilled personnel development is facing, proposes four big strategies which are mechanism innovation, market orientation, integrated development and Gather ascension etc. Around the four development strategies, puts forward five countermeasures and suggestions. Which are planning and controlling of skilled personnel, enhancing quality and quantity of skilled personnel, constructing vocational skills training system, innovating management system of skilled personnel and optimizing environment which the skilled personnel grow upin.
