With the rapid development of the society,the talent problem has become the key concern of Dalian municipal government.The social and economic development needs the support of talents,and the high-skilled talents are the key and foundation to carry out the strategy of strengthening the city.In order to persist in reform and opening up and seek to catch up with and surpass,the problem of introducing and cultivating high-skilled talents in Dalian has not been alleviated.Dalian,as a coastal city of Liaoning Province and a rapidly developed economy in Northeast China,needs to set an example and vigorously introduce and train high-skilled personnel.Although Dalian has achieved corresponding performance in the introduction and training of high-skilled personnel under the leadership of the government in recent years,However,there are still problems in policy implementation for Northeast China.For example,at present,Dalian's attraction to high-skilled talents is not enough,the government's incentive measures are not high enough,the overall treatment of skilled talents is low,and the social status is not high,which to some extent hinders the development of high-skilled talents.Also to Dalian transformation and upgrading and rapid development of enterprises caused obstacles.In order to effectively solve these problems and promote the rapid development of Dalian's economy,for the Dali municipal government,it is necessary to enhance the understanding of high-skilled personnel and actively introduce and train the legal guarantee system related to high-skilled personnel technology.To promote the overall development of high-skilled personnel in Dalian.Based on the existing research results,based on the existing skilled personnel policy,through the use of research and skilled personnel big data,first of all,combined with the relevant theory to the cultivation and development of high-skilled personnel literature combing,to do a good theoretical foundation for this study,secondly,from the introduction of high-skilled personnel in Dalian and the actual situation of talent team building,in-depth analysis of the current problems in the construction of talents in Dalian colleges and universities,finally combined with the documents of Dalian municipal government,For the training and introduction of high-skilled talents,combined with the actual situation of Dalian's economic development and the situation of high-skilled personnel training colleges and enterprises,the policy suggestions to promote the development of high-skilled talents in Dalian are put forward.In the course of the study,we mainly divided into six parts,the first part is the overall introduction of the article in the process of research ideas and methods,and analysis of the background and theoretical basis,the second part is aimed at the training and introduction of high-skilled personnel and high-skilled personnel related policies and theoretical basis,the third part is based on the current Dalian high-paid talent introduction and training policy and the actual situation of the situation,and analyzed the current Dalian high-skilled personnel training process of the policy and practical means are inadequate,The fourth part mainly combines the excellent cases in the process of introducing and cultivating high-skilled talents at home and abroad.As a reference of this research strategy,the fifth part aims at the actual situation of Dalian.It provides policy suggestions to promote the introduction and training of marble talents.Although this paper is aimed at the problem of high-skilled personnel training,but the starting point is from the perspective of the government and the social environment,so compared with the simple campus talent training,enterprise talent training,this paper focuses more on the macro perspective and government support,so it is more administrative significance.
