With the transformation of the economic system and the government function and the change of social conformation.more and more"enterprise people"change into" community people" and social contradictions and issues gather in the community.With the appearance of the complication of profit relation, variety of profit colony and life styles and under the background of the enhancing of people's independence, choice, variety and differences in mind, the community has to shoulder the mission of moderating the social relation, resolving the social contradictions, solvingthe social issues, maintaining the social stability and improving the social harmony, which is a bigger challenge. Therefore, we eagerly need a procession of community operators with enough quantity, reasonable structure and excellent quality. The big problem that we need to solve currently is how to further enhance the procession construction of community operator in order to adapt to the community development.According to practical situation of Harbin city community operator procession construction, this paper analyses the status and problems of ommunity operator procession construction in this city through the questionnaire. The research carried through four districts of Daoli, Nangang, Daowai and Xiangfang, covering all the members of neighbourhoods, Party organization and community commonweal.6204 questionnaires were handed out and returned. Through the research, we know that the community operator procession construction of Harbin city is becoming more reasonable and the ability of working function fulfilling is improving and the procession is fairly stable. However, we also find some problems that the comprehensive quality, professional level, the working treatment are low, the working condition needs to be improved and the working duty is not smooth. I analyse the causes is the lack of the understanding, the vagueness of orientation and function of organization.the singleness of devotion channel and the municipal managing system innovation.
