| With the continuous development of information technology, network education has deeped into people's lives.However, it is a high cost to build network educational resources,and the funds of the resources every people can enjoy is extremely limited. Although our country has made some efforts to improve the sharing of resources, but the results are very few, which,to some extent, hinder the overall development of network education.As the first step to realize the constructing and sharing of the network educational resources,the development processes of the network educational resources plays a very important role.Therefore,based on the view of the development processes,this article will try to find out the possible reasons which are not good for sharing.This article will include the following five aspects:The first chapter begins with the introduction to the paper's research background, the purpose of the study, research methods, and the characteristic and the lack of research, which provides this article with a macro theoretical guidance.Papers in chapter second defines the relevant theories of the online educational resources sharing and sorts out the present situation of foreign countries and our country,laying a theoretical foundation for the following text.Through the questionnaire and field interviews, chapter III of the thesis makes a survey and analysis of the current development situation of the network educational resources in representative enterprises, colleges and centers of modern educational technology in Beijing and Wuhan, which are engaged in the development of network educational resources.The fourth chapter defines possible factors that impact the sharing of network educational resources.They are our country and policy,colleges,universities and teachers,units and individuals which are engaged in the development of network educational resources,markets and social environment.The last chapter puts forward some solutions according to the impacts...
