Improving the quality of higher education is eternal theme of the colleges and universities'development. Educational evaluation is the key and important measure to ensure the quality of higher education. But how to assess it scientifically, effectively and impartially, there is no acknowledged and unified method. The paper tries to introduce and analyze of USA's project---the National Survey of Student Engagement, providing the new ideas, new perspective and new method for the internal quality of higher education.Firstly, the paper introduces and analyzes the domestic and international academics theory about the assessment of the quality of higher education. The paper finds that the relevant researches do not concern the core problems of the higher education'assessment, which is that how much time and energy do the students put into studying and how much does it promote the students'development to the extent.Secondly, the paper introduces systematically the NSSE basic concept, background, effect and so on, affirming fully that NSSE project as a new type of evaluation makes the positively role in promoting the quality of higher education. Besides, the paper compares some 985 universities and the university in west to American top research university and the general university standard, and obtains the following conclusions: firstly, NSSE provides the new perspective for the assessment of undergraduate education quality and enriches the methodology and theory of evaluation;secondly, evaluation should put more attention to the student; thirdly, education assessment should give more emphasis to the use of education resources; fourthly, education assessment focus on the monitoring and management of education process; fifthly, through the comparative analysis , the paper finds that the interactive between students and teachers is poor;sixthly, through the survey, the paper finds that China students lack the active and cooperative study spirit; the seventh, China students lack the awareness of the study challenges; the eighth, through the survey, the papers finds that the students' educated experience is not enriching; the ninth, domestic universities don't provide enough school environment supports for students; the tenth, major course takes large portion while selective course is little. Finally, the paper concludes the following suggestions and countermeasures: firstly, evaluation work should put more attention to the student engagement evaluation; secondly, strengthening the development of student engagement evaluation; thirdly, domestics universities supply more activities and establish systems to strengthen the interaction between students and teachers; fourthly, reforming the education system, combining the yingshi education and quality education to enhance student's cooperative spirits; the fifthly, reforming the curriculum and improving students' learning methods to enhance their active learning abilty; the sixth, supplying more platforms and opportunities to enrich students educated experience; the seventh, establishing psychological counselling systems ,employment,social communication and other institutions; the eighth, reforming the curriculum and increasing selective courses for education target' better realization.
