With the knowledge era, today's world economy is entering a new era of competition that technological competition, but the essence is the knowledge of the carrier as a talent competition. Meanwhile, the continuing strengthening of the regional resource possession makes regionalization and globalization has become a major feature in parallel. Both regional diversity and uniqueness will play a key role in the talent competition, How to better use of resources and to attract and retain talent and sustainable development, become each region government and scholars all over the focus of attention problems.Since China has been the introduction of the concept of human resources ,talent work has risen to the national strategic level. The focus of the work of local government is a people-oriented, by enhancing the competitiveness of human resources to improve the region's economic strength. Beijing as the capital is in the vanguard of national economic development and as the political and cultural center has the advantage of attracting talent, but with increased international competition and the rapid development of the fraternal city, so how to compete in the high-end talent in the talent competition to win as the Beijing government and academic research focus.In this paper, AHP and fuzzy comprehensive assessment to establish the evaluation index system of regional talent competition. In the index system, the three aspects of this paper to reflect the competitiveness of regional talent, that is the basic situation of regional talent, talent living and working environment and sustainable development. Empirical analysis is the investigation and data analysis in-depth understanding of the competitiveness of Beijing Talent current situation, existing problems,and indicators of scientific and applicability of verification. Trying to establish competitiveness evaluation index system that there are the basis and improvement,present and future, and both universal and can highlight the characteristics of the regional human capital.
