Practical Research On Balanced Development Of Basic Education In SuNan Yugur Autonomous County

From this century, the educational development of Minorities has got growing concern, in the "national long-term education reform and development program (2010-2020)''of this year, ethnic minorities education was decrypted in a separate chapter for the first time, which fully reflects the importance of ethnic Minorities Education and the superiority of the socialist system. Country with will increase efforts to support small populations ethnic minorities education, which gives small population with a education development opportunities. Yugur is unique ethnic minority in Gansu Province. In 2009, Yugur achieved 15 years full free basic education, from kindergarten to high school. Basic education of Yugur is in the forefront of the country's 56 ethnic groups. However, in fact, the research on the small populations ethnic minorities education is very rare.From the perspective of basic education balanced development, according to theory and practice of basic education balanced development from domestic and foreign, the present unbalanced development of basic education condition in Sunan County is described and the causes were found. At last, resulting solution and recommendations were suggested. that the balanced development of basic education in the county problems.The paper consists of six parts. the first part is an introduction, about describes the reason of topic, purpose and significance of the study, research methodology and research process; the second part introduces the relevant concepts and theoretical basis to clarify the point of this paper; the third section describes the state support plans and policies to small population ethnic groups from reform and opening policy, the fourth part is the description of empirical research history and current status of educational development in Sunan, as well as achievements and problems; fifth part is a case study about several schools in Sunan, trying to find hinder factors and reasons; sixth part is the recommendations and measures to promote small populations ethnic minorities basic education in Gansu province.
