The Tendency to be scientific, a major feature of modern athletic training, is the only way to improve the athletic level; While a scientific training-plan is the crux of athletic training and the scientific base for the athletes to change from realistic state to objective state. Nowadays, the quick development of computer and information technology gives a strong support for the making and management of a scientific training-plan. MIS can help the coach to deal with a great deal of information in athletic training, to scientifically analyze, predict and appraise the realistic state and potential of the athletes, and to make scientific decisions.In China, the beginning of scientific training is very late and its standard is not high compared with that of other countries, so the idea of managing according to experiences, still plays a major role in the practice of managing the training-plan of the coaches. But most of them begin to realize the great effect that the computer takes in the management of training-plan, and some of them have made valuable exploration and attempts. At present, the main factors prevent coaches from using computers to train are that they are not equipped with enough computers, that their leaders put no emphasis on it. that there is a lack of relative software and that the computer standard of coaches is not high, etc.With the idea and method of the theory of systematic engineering, the article constructed the three-dimension pattern, i.e., the dimension of time, knowledge and logic; From the point of information theory, the article analyses the three functions of the system, i.e., the function of storing, processing and feedback of information; On the basis of the practical outlook of materialism, it generalized the three factors of the system: subject of practice, object of practice and information.On the basis of questionairing, discussion between experts and coaches and systematic analysis of training, we design and develop the MS-PWA system according to the demand of software project, which includes the management of basic information of athletes, the management of training-plan. The first subsystem mainly deals with the management of such information of athletes as files, realisticstate, athletic potential, standard of the major and skills of the major, diathesis and match experiences; The second deals with the management of training methods, skills and tactics, restoring methods, series of games and the storage of all kinds of files, plans, etc; The last subsystem is the core and most difficult part of the system. On the integrated basis of all models of predicting, evaluating, deciding and competence of walking athletes, it assist the coach to predict the aim, control training and optimization of training methods and restoring methods. Then we design the software structure of the system from the following five parts: man-machine interface, data base, method base, model base and picture base, in which the design of man-machine interface and all the self-defining parts is the emphatic point of the system. After the preliminary development of the system, we carry out unit testing and integrated testing separately, and predict the prospect of the system. At last, we draw the following conclusions:(1) To be scientific in the management of training-plan is the inevitable outcome of the scientific athletic training, but the idea of managing according to experiences still plays a major role in the practice of coaches. Therefore, the coaches should change their ideas and enhance their knowledge to make their ways of teaching more scientific.(2) The physical culture management should attach importance to the computer education of the coaches to create favorable conditions for scientific training.(3) The MS-PWA have all models of prediction, evaluation, projection, statistation, decision and competence of walking athletes integrated and makes the information processing scientific, automatic and man-machine combination of training.
