This result indicates that my province has not only smoothly passed the third time to give birth to the summit, effectively controlled the trend of population increasing, but has stabilized the state of lower bearing level. So the notable effect is gained in Shandong population control work.Meanwhile, the natural growth in the urban area is lower than the natural growth of Shandong province total population. Along with the descent of natural growth rate of urban population and the rise of migration rate, the urban population control of Shandong will change step by step from giving birth to control to laying equal stress on the control of birth and migration, finally turn to give first place to migration control. In order to control the migration in the urban area, firstly we should find out the real circumstances of the urban migration of Shandong province, and then we can establish the reasonable urban migration policy, and carry on the effective management. Thus studying the real circumstances of Shandong provincial urban population migration possesses the important reality guidance meaning. This is a starting point of the thesis- writing.In order to understand the law of urban population migration at Shandong province, and provide the basis for concerned department to found the reasonable policy and carry on the effective management to urban population migration, this paper sums up the basic theory of urban population migration, analyzes its basic characteristic, establishes its space and grade models, studies its influence to urbanization progress, and finally puts forward some countermeasure and suggestion. According this, it sums up the general laws of urban population migration that provides theory frame basically to the writing for thesis.3. The fundamental characteristic of urban population migration. By analyzing the data of urban population migration, this part sums up its fundamental characteristic. Including: The amount of urban population migration is huge; The migration inside the province is the first place; The migration population immigrates mainly to city; The urban net immigration population comes chiefly from the rural area, and possesses the important effect to the increase to town population quantity, and has raised the Shandong provincial urbanization; It is notable that urban population migration has region difference.4. Study on urban population migration models. Firstly, it establishes the space model of urban population migration. First step, adopting Cluster Analysis Method and utilizing data in 1990 and 2000, 17 regions in Shandong Province has been classified into 3 types according to society - economic type. The result has indicated that the development of Shandong Province has some characteristic of continuity, stage and special dissimilarity. Those are the fundamental causes that lead to urban population migration. Second step, this part calculates urban population migration target of types and establishes regional urban population migration ' s models.
