In order to the country's sustainable development, China's "11th Five-Year" plan outlines of the the main functional areas in the concept.The main functional areas refers to the situation in different regions of the population, resources capacity, the environment carrying capacity and the level of economic development, according to regional division of labor and the principle of the coordinated development of the area delineated with some of the main functions of regional planning. The main function of the planning system involves the study population, while the population of urban and rural migration is a hot research and trends, so this paper, carried out in-depth research of the urban and rural population migration theory and model.Although China's urban population in the total population has increased the proportion of the increase, but by comparison with the developed countries, it is foreseeable that as China's economic development, China's urban population proportion of the total population will continue to rise, but room for growth also great, and it will be a large number of the rural population into the urban work and life. The rural population being into cities can provide adequate labour to the city and promote China's urbanization process. The rural population being into cities also can increase pressure on urban employment and competitiveness, Social law and order situation deteriorating, increasing the difficulty of urban management.This paper introduces several popular migration theorys, relocating the various theories together, giving a list of each of the core content ,the advantages and disadvantages and then highlights of the two departments theory. The two departments theory of urban and rural population migration is to examine the major theoretical. China's urban-rural income gap is the most important income gap, the two departments theory points, it is precisely because departments there is a gap between the productivity, which leads to income levels exist precedence points.
