With the development of modern information technology delegated by Internet technology and multimedia technology, Internet technology and multimedia technology are applied extensively in education, and modern distance education depended on network obtains great development. It is very important for development of modern distance education, e-learning that improvement of distance instructional environment and construction of instructional material base, high quality, high efficiency web course to meet individual demand.Web course is combination of instruction contents and instruction activities about a certain subject realized by web. It comprises two parts, one is instruction content recognized according to specific instruction objective and instruction strategy, other is network teaching-assistance environment. Web course is different from traditional CAI and the web version of CAI, which posses feature to embody e-learning advantage. First, its opening make learner rearrange instruction content and instruction strategy, embodies better adaptability, accomplishes willing learning going away the confine of the time and space. Second, it can build a cooperation learning environment, which learners are capable of enlightening, helping each other, broadening thought and idea, advance oneself. Third, it realizes that all resource is shared global, on-line learner can acquire the latest information of some subject. This web course structure system greatly broadens the scope and definition of the learner, but the quality and quantity of web course are not satisfactory. Hence, it is an important question to solve in short how to develop perfect web course. Its design shouldn't duplicate conventional idea and method, but take full advantage of Internet media and embody the spirit of education reform. Therefore, web course design and development must be based on modern educational theory and the theory of instruction design. Only this way can we implement quality education and cultivate creative talent with adaptability to era's advance.During the development of modern education technology, all kinds of instructional theories, learning theories, such as, behaviorism learning theories, cognitivism learning theories, constructivism learning theories, and cognitive flexibility theory. At different history period, they exert some guidance on teaching and learning or instruction design. In order to accelerate education reform, we should develop web course by these theory. But because the character of studying on Internet is consistent with points of constructivism theory, the development of web course should follow mainly constructivism expound ofstudy and other theory as complementary.The development of web course mainly includes four phases: analyze to confirm theme, design and scheme, making, evaluation and modification, analyze to confirm theme, demonstrate the necessary of some web course development from aspects such as society's demands, student's need feasibility and confirm its selected theme or topic, design and scheme, involve instructional design, systemic design, script compilation . Systemic design is composed of framework design, navigation design, interface design and interaction design; script compilation involves editor of word script and making script. Concrete making, is how to produce web course, involving collecting material, editing web page, teaching-assistance platform procedure realization. Evaluation and modification, puts web course into use ,modifies the mistake and perfects it.A growing demand to students and opportunities provided by Internet, just is web course advantage .In the future web course will bring into play a great role on continual education, quality education, professional education .The thesis is divided into six parts which describe the theory foundation of web course and the process of producing web course and tries to build up a development model and provide with certain standardization in the process of producing web course.
