In 21st century, information technology as the central of the multimedia and network technology has been the creative tools to improve people's capabilities. In order to fit in with the developing trend, our country has determined to spread information technology education in primary and middle schools and emphasized to strengthen the integration of information technology and course. In our country, "The integration of information technology and course "is the new view to reform the foundation education in 21st century, which not only is closely related to traditional teaching, but also has a certain relatively independence. It is significant to develop personality and creativity of learners and cultivate their creative spirit and practical ability though the research and the implementation of "The integration of information technology". Under the background of era, the research of the special subject learning website (SSLW) in primary and middle schools creates a new teaching mode of the integration of information technology and course, which promotes the development of the educational reform.SSLW in primary and middle schools is a website with many resources for learning, with which we can organize a more wide research around a certain special subject under the Internet environment. In order to cultivate the learners' creative spirit and practical ability, learners can effectively collect, analyze, handle, utilize and evaluate information in information time. SSLW is one of the instances of "the integration of the information technology and course". In this article, we put great attention on the theory of design and development about SSLW, and discuss it combining with the practical application.The first part of the thesis discusses the overview of the project of SSLW. By analyzing SSLW such as background, object, meaning, present situation and outlook, we try to give a clear conception on SSLW as the thesis's starting point.The second part of the thesis discusses the researching theory of SSLW, which constructs its basis. The integration of information technology points out the direction of the elementary education reform of the. Learning theory provides the backbone of the designand development of SSLW. Learning strategy guarantees more effective learning to students.The third part of the thesis discusses the design and development of SSLW, which is the central content of the thesis. From the angles of the instructional design, system design and making and development, we explore the procedure of the design and development about SSLW. The contents of instructional design involves defining learning objective, describing learner's characteristics, designing the contents of special subject, evaluating SSLW and organizing instructional exercises and so on. The purpose of system design is to exhibit the result of instructional design which takes the form of SSLW, including the system construction and function design of the website, the design of the navigation strategy, interactive design and interface design etc. Making means to compile the website with program language. There are four phrases such as composing script, development, testing and modification and evaluation. In the thesis the criterion of evaluation has been given.The forth part of the thesis explores the application of SSLW. In order to analyze how to learn under the web environment, and how to use the resources, we take the website of near to Luxun as an example. As the result of it the instructional flow is given.At the end, the author looks into the coming network education and firmly believes SSLW that play an important role in the future will contribute to the implementation of the quality education.
