The acceleration of the reform of educational system and the development of educational cause in China in recent years has laid a foundation for the further development in the new century. However, in the 21st century, the current world where we are is stepping into a knowledge-based society, an era with social harmony and sustainable development, when the quality of people has become an important factor in building up national comprehensive power and competitive power. How to make full use of the educational resources to improve a nation's quality is, therefore, a vital theme in the new century.Confronting a society filled with challenges and changes, education should not only hold the pulse of the time and respond to the social changes, but also lead and promote the social progress. In view of the rural educational system history, management, investment and social demands, the thesis analyzes the disadvantages in the rural educational system, puts forward creative thoughts for the rural educational system in the transitional period and proposes the strategies of setting up the rural community education. By integrating the various learning resources in the rural areas, it aims to solve the problems of how to develop the rural education in the conditions of extremely unbalanced development, weak foundation, and complexity of various factors such as ethnic, economy, nature, and so on. The thesis consists of four chapters. In the first chapter, the history of China's rural education system since the reform and opening-up is discussed, which is marked with the implementation of The Decision of Education System Reform and the publicity of The Outline of China's Education Reform and Development. The disadvantages of the current rural education system are discussed in the second chapter. In the third chapter, the significance and reasons of carrying out the educational system renovation in rural area, i.e. establishing the rural educational system with Chinese characteristics, is presented and the creative thought of "Community Education, Community Administration" put forward. The strategies and suggestions on how to realize the thought of "Community Education, Community Administration" are fully illustrated in the fourth chapter.
