The mission of our country's higher education is, therefore,to cultivate creative talents and to carry out an comprehensively quality- targeted educational programme.Teachers and students in higher educational instutions play a most active role in the development of high- qualified talents when we are in the face of such an era of knowledge-based economy .So it is very urgent to build up a high-qualified staff.
