As the key word of global higher education in21stcentury,quality is the eternalsubject of the studies in higher education. By studying the development history ofhigher education, we found there is no positive effects to higher education if we onlyfocus on the dimensions but the quality of it. Many powerful nations of education madea lot explorations and studies in the monitoring and guarantee of higher educationquality, whose leader is America.Although the staring of Chinese modern highereducation happened later, but it grew fast. GOC has made a lot explorations and studiesin the monitoring and guarantee of higher education quality too, with taking example byother nation’s experience. By making a general survey of the major ways of themonitoring and guarantee of higher education quality in whole world, we found that onthe one hand the ways were composed of the external assessment from the governmentor the other organizations, on the other hand the ways were composed of the top-downmonitoring from the government.Although the results we got were impersonal, but theways were always passive. Most of them only assessed the quality of highereducation,without monitoring the processes of the quality of Higher Education to beproduced in universities,including the educational administration department of theadministrative monitoring and the daily monitoring of teaching main body. As a part ofhigher education, undergraduate education isn’t only responsible for supplying talents topostgraduate education, but also reveals higher education has become popular.Sincequality of undergraduate education is an inseparable part of higher education quality, theresearch on higher education quality monitoring plays a crucial role in solvingchallenges of undergraduate education quality monitoring.Literature analyzing, comparative research and experience summary are involvedin finishing this research. Taken higher education teaching affair management as start point, this research analyzes higher education quality monitoring situation bothdomestic and abroad, reviews development of higher education quality monitoring,including its advantage and imperfection. Connotation, extension and characteristicsof undergraduate education quality monitoring are explicated in this research underdiscrimination of duties and permission of undergraduate teaching affair management,as well as definitions of undergraduate education quality monitoring. Further,implementing the monitoring of undergraduate education quality within the duties andpermission of undergraduate teaching affair management, could make the zone ofactions clear and study on its current situation. Subject and object of undergraduateeducation quality monitoring in higher teaching affair management, as well as itsprogram and pattern, result and application are being expounded in detail in thisresearch. Challenge and its formation in undergraduate education quality monitoring hasbeen explored thereafter. In the final part, feasibilities for solving undergraduateeducation quality monitoring challenges are worked out by introducing and usage ofproject management, possible strategies are proposed therefore.Through the above process of inquiry, we believe that it is feasible andappropriate for the higher education teaching affair administration to solve the problemof monitoring the quality of undergraduate education with the help of administrativemanagement theory and project management theory within certain range. With the helpof project management theory, beginning with perfecting the content of undergraduateteaching affair administration and protecting the quality of it, and then monitoring thequality of undergraduate education with the purpose of keeping improving it, match theinternal relation between them.
