Primary school education is the basis of elementary education, especially in those impoverished minority nationality regions. Primary school teachers shoulder great responsibilities for the development of the society and elimination of poverty in these areas. However, the poor establishment of primary school teachers is the bottleneck that slows the development of primary school education and thus has a further effect on the quality of junior high school education and senior high school education.The existing studies on the establishment of the primary school teachers mostly dealt with them as a whole, which, of course, helps us make a general survey of the development of the primary school teachers in the impoverished areas. However, among these areas, there are still differences in education between the town and the countryside. Therefore, when we are exploring for the ways to improve education in these areas, we should know it is not enough to examine the general situation in the ordinary level and it is essential to disclose the different levels of education development resulting from different education conditions or owing to the sharp contrast between the town and the countryside.Because of the difference in economical and social environment, the primary school teachers in towns are different from those in countryside in many aspects. A research of difference between the town primary school teachers and the countryside primary school teachers and an exploration of the solution to the sharp contrast would not onlyundoubtedly enrich the theories on development of primary school education in the economically poor areas, but also offer an reference for establishment of the primary school teachers in these areas.This paper is an analysis of the current situation of education in Xiushan in Chongqing and an offer of possible solutions to the problems put forward in the paper. It consists of four chapters. Chapter one deals with the history of the establishment of teaching staff in Xiushan. Chapter two is devoted to an investigation of the current situation of the teachers in the primary schools in the town and in the countryside. The investigation includes five aspects: work load, continuous education of the teachers, work attitude, and educational concept. The result shows that there seems to be sharp contrast between teachers in town primary schools and those in countryside primary schools in all the investigated aspects but one-the continuous education. The teachers in the countryside primary schools have a heavy work load, a low pay, a backward educational conception but an willingness to stay, whereas the teachers in the town primary schools have a lighter work load, a higher pay, relatively modern educational concept, but an unwillingness to stay. Chapter three applies the pedagogical approach and psychological approach to the exploration of the cause in the school system and the educational management. Chapter four analyzes the consequences of the differences and puts forward several possible solutions to the problems. (1) Abandon the current welfare policy and better the welfare of the teachers in the countryside primary schools; (2) Strengthen the teaching staff of the countryside primary schools, manage the schools accordingly and flexibly, and lighten the work load of the countryside teachers; (3) Stabilize the teachers in the town primary schools; (4) Reinforce the concept of competence education of the teachers in the countryside primary schools and make the teachers in both the countryside primary schools and the town primary schools put the concept into action.
