The Study On Industrialization Of The Higher Education In China

Since reforming of the education system in the 1990's, the higher education of China has been developing very fast. But there still are some major obstacles whitch lead to that supply of the higher educational services can't meet demands from young people who want to enter universities (or colleges). Under the situation, this paper wants to discuss and resolve three important preblems. The first is how to speed up the reform of the higher educational system of China according to the law of market economics. The second is what kind of operating mechanism of the higher educational industrialization should be established in the courses of the shifting of China's economic system. The third is which policies are needed to stimulate the industrialization of higher education in fiest 10 years of 21 centuris.This paper includes 6 chapters, whitch are as follows: (1) introduction about the researching backgrounds, total targets, basic thinkings and major methods of the paper, and the evaluations on relative fruits achieveed by previous scholars in the field of the higher education and research; (2) positive analyses on the higher educational system reform in China since 1903; (3) researches on the experiences and enlightenments,whitch are useful for speeding up reform of the higher educational system in future of China, of the higher educational development from overseas; (4) analyses on the industrial peculiarity of the higher education and its economic values in China; (5) designing on the systems and models for promoting the industrialization of the higher education of China; (6) discussing on the main measures and leading policies to accelerate the industrializaion of the higher education in China.Based on the above structure and analyses, the rerearches of this paper indicate that:(l)Because having the most characteristics of industries, the higher education is a special kind of industry in the national economy, therefore the Chinese governments should reform the macro-managing system of the higher education whitch is prevailing in China and accelerate the development of the Chinese higher education according to the model of industrialization.(2)Under the situation of China entering WTO and opening the maiket of higher edcation to foreign, Chinese government must make a breakthrough the barriers whitch have been blocked the course of the industrialization of Chinese higher education for avery long time, from the public industrial thinkings of the higher education,so as to expand the supply of the higher educational services for the citzen, home and abroad, who wants to accept the higher education.(3) The law of market is the foundational law to direct the development of the higher educational industrialization of China.Meanwhile,it is the prerequisite of the higher educational industrialization of China to establish a new operating system in which the managers themselves can manage the university or college autonomously.(4)Under the circumstances of the higher educational industrialization, Chinese governments must strenghen their obligation and take some important measures to support the establishments of the standart, efficient and effective higher educational industries.
