The connection between higher education and economic growth is very tight. On the one hand, higher education promotes the economic growth. And on the other hand, certain stage of economic growth will determine the level of higher education. Therefore, when the economy has matured to some extent, inevitably, the higher education will be required to be suited to the market and go to the market. In the period of transition, higher education has already been popularized, which has led to the industrialization of it, however, the industrialization of higher education brings us not only the positive but also the negative externalities.There are both similarity and difference between the externalities of higher education and that of the industrialization of higher education. Based on the analysis of the externalities of the industrialization of Guangdong higher education and the vicissitudes of higher educational property right institution, it is pointed out that the externalities are now existing in the supply models of both the state-owned and community-run universities, which cause a very bad influence on the further development of higher education.As for the beneficiary, it is indicated that in the economic growth, the first beneficiary is the labor, the second is the corporate, the third is the society, and the government is the last one. From the view of property right, the externalities must be consistent with the property right arrangement. However, at the time being, the externalities are still far from being internalized in the current institutions. With the economy and higher education further developed, some aspects of these institutions are no longer reasonable, necessary adjustments of them are required. Under these circumstances, the final part of this paper is the discussion about the reconstruction of higher educational property right institution.
