For a long time, only family and kindergarten share responsibility for their children's preschool education in our country. The consciousness that the whole society participates preschool education is not enough and the phenomenon that education is divorced from society is still obvious. With the coming of information society and deep going of reform of preschool education administration system, the form closed education system such as kindergartens can't fit the needs of social development and parents. So it must be reformed.
