The Way To Administrate The Cities In China

Along with increasingly deepgoing reform in the economic system and the political system,China has been making development in economy at all speed and great -strides in society. And also it has been quickening city development.Correspondingly profound changes-a transition from unit system to communitysystem,have been taking place in the system and framework of city in China. Thereby it has resulted in certain problems never existed before. The effectiveness resolving these problems will directly have a bearing on process of the city development and successes scored in reform and opening to the outside word.This article mainly probes into the way of the reform of the city administration from city community administration. First of all reasons,'community administration' has been a matter that is commonly concerned by government,society and academic circles. It has been approved that community administration is the main content of city government. Second,community administration now is totally other than city government in China before the reform and opening to the outside world. The differences embody in not only that government management has been transformed in function but also that the extent which society has a hand in has been extremely enhancing. So research on community administration is extremely attractive. The end,under the.:conditions in China which is vast in territory,has considerable differences in economy development and is complicated in social structure,it has great immediate significance to research on administrating grass-roots unit in city which is suited to Chinese conditions.This article firstly looks back on the change process of city government following the history in China. Although the ancient city is completely distinct from the modern city in sense,the Confucianism and the mode of thinking of great-unity and centralization of state power are still influencing Chinese society in modern times. This phenomena is still unable to be neglected up to now. After liberation,Structures of society,politics and economy in China have taken place violent changes. In the first thirty years,administrating city mainly rests on 'unit system' was a portrayal true to city of China in the period. But the subdistrict office,and administrative organization at the grass-roots level,is only able to have making good omissions and deficiencies.At the second part,this article presents functions of government at home and abroad in city government. The emphasis of functions of government abroad lies in upholding a kind of healthy favorable public order and creating environment of nature and society suitable for people's life and work. And yet,the functions of governing city in China are transforming government into service,transforming fairly strict administrative domination into standardizing and upholding the rules and systems.At the third part,this article,by means of concrete cases,presents the current practice situations of three modes of city administration reform in China. Three modes are government-leading,half government half self-governing,complete self-governing.At the forth part,this article analyses the modes raising above,and then puts forward viewpoints of this article,namely China in city government should promote the mode of half-government half self-governing. Because the mode has not only merged traditional culture and thoughts of China but also combined the trends of democratic participation and self-governing in modern society,it can yet be regarded as a kind of way of community management in city,which is suitable for Chinese conditions. In addition,this article makes a detailed exposition on 'mass organizations' -which plays a crucial role in the mode. Finally,this article tables a few policy proposals.
