From the influence of disaster, community is the main body to bear the risk of hazards. Community-centered risk management system is drawn much concern by countries all over the world. Community risk assessment is the first step in risk management.In this dissertation, the Analytic Hierarchy Process (AHP) would be used to clarify the hierarchical structure and weights of the Shanghai Urban Community Risk Assessment Index. The comprehensive evaluation is gained from the integration of vulnerability assessment, which is acquired and evaluated by a clear and user-friendly vulnerability assessment index questionnaire, and hazard identification, which is obtained by using the fuzzy comprehensive evaluation method. After the establishment of the Shanghai Urban Community Risk Assessment Index, it was applied to 24 urban communities of different kinds in Shanghai. The results primarily show the usefulness and validity of the index.The establishment of the evaluation system makes a breakthrough and innovation in two aspects. Firstly, the introduction of fuzzy comprehensive evaluation method in hazard identification sets up a uniform standard of the evaluation of 4 types of public emergencies, which are natural disasters, accidents, public health incidents and social safety incidents, in such a small scale of urban communities. Secondly, an integrated risk index is formed by the comprehensive of vulnerability assessment and hazard identity, using weights to reflect the final contribution of every indicator.
