English has been regarded as the most popular international language in the world. And it has been selected as a foreign language learning course in most of schools in China. As English is the only foreign language taught in junior schools in Chongqing, Chongqing Educational Committee stipulated in its document No.45 in 1995 that English should be taken as a required course in vocational senior schools. Chongqing Educational Science Research Institute formulated the Teaching Outline of Public English for Vocational Seniors School in February, 1997. And also compiled the textbook-Public English for Vocational Senior Schools (PEFVSS), published by Publishing House of Chongqing University in August, 1997.Although the educational administrative committees and research institutes at all levels have paid great attention to the English course in vocational schools, the teaching situation and quality are not so good as we expected in recent years. It is in the state of numbers increasing (numbers of students and periods) and of quality remaining poor. We know the teaching quality mostly depends on the quality of the textbook, so this thesis is striving to find out the effective ways to raise the teaching quality through researches on PEFVSS. The thesis utilizes chiefly two research methods-investigation and literature. On the basis of investigation on the teaching result of public English and evaluation of PEFVSS from teachers and students, in the light of related theories of teaching and teaching materials, the thesis points out the existing problems in PEFVSS , analyses the reasons to cause the problems and offers the measures to improve the compilatory system of the textbook.The thesis consists of four parts.The first part focuses on the background of the compilation of PEFVSS. It is involved in the requirement of the society, the trend of foreign language reforms in China and the teaching state of English in vocational schools in Chongqing.The second part mainly refers to the existing problems in the textbook. These problems are in the aspects of theoretical basis, compilatory system, material selection, etc.The third part analyses the reasons for the problems, from different layers and various angles.The fourth part concentrated on the effective measures to improve PEFVSS. They are covering seven aspects. The first one is acquiring correct guiding idea of compilation. The second one is adopting a compilatory system combined the language structure with the language function. The third one is selecting the suitable materials and designing different requirements for the students according to their different features. The fourth one is strengthening the basic contents of PEFVSS and reducing its specialized ones. The fifth one is stressing the students' talents of cross-culture communication. The sixth one is summing up the language points at the right place. And the last one is fully reflecting the study initiative of the students.
