The Enforcement Of Talent Strategy And Creative Educational Patterns

Nowadays the science and technology are developing rapidly, which is closely related to the fierce competition of national powers among countries. It is becoming a common sense that "science and technology are the first productivity", "labor resource is the first resource "and that "the development of labor resources is the primary task". With the reforming and opening of our country, the Central Committee of the Party and the State Council highly value the development of the talent resources and have brought out some proposals such as "respect knowledge, respect talented people", "science and technology are the first productivity", "execute the strategy of prospering our country through science and education" and "the strategy of strengthening our country by talent ". And they gradually realized from practice that it was quite limited to promote the development of economy only with capital, land and raw materials. To make the society and economy grow soundly and continuously, we must change the way in which the economy grows and practically turn the development of economy to the track of improving the laborer's quality and that of depending on the progress of science and technology. In recent years, the topic of operating the "talent strategy" has stirred up the interest of research in many scholars and experts. The features of their researches are mainly embodied in the following three aspects:1) There're much more macroscopic researches in the talent strategy, while the microscopic researches in the development of talent resources are much less.2) There are much more researches in the cultivating of talent in colleges and other advanced schools, while that in the cultivating of the talent in the wholesociety are much less.3) The researches in the combination of the cultivation and utilizing of the talent resources are not enough.This article focus on part of the defaults in the aforecited researches and tries to make an attempt both on carrying out the talent strategy and on the recreation of the education pattern, which is on the base of relationship between talent and education.This dissertation makes definitions of talent, talent strategy, education pattern and other related concepts theoretically and proposes step by step the basic contents of enforcing the talent strategy and the recreation of education pattern through analyzing the background of the operation of the talent strategy in and abroad; And then it makes a summary of the domestic and foreign experience of executing the talent strategy, and thereafter brings out the basic way to enforce the talent strategy at home ; Finally it probes into the general direction of cultivating new types of talent and making endeavors in education.
