Over the last 10 years, the wave of globalization has been constantly up surging. Globalization is not only the results of most nations' economic opening and internationalization and the marketization of their economic institution, but also the inevitable requirement of the development of productive forces. Marxists believe that people are the most revolutionary and active factor in productive forces. The international competition under the economic globalization is the talent competition, in certain sense, is the competition among mechanism and system of cultivating, finding and using of the talents, that is, the human resources strategy competition. With the development of economic globalization, talent globalization will be an irreversible trend and the international talent competition will be fiercer. This paper studies the talent competition strategy of China under the background of economic globalization.The thesis includes six chapters.The first chapter is "Introduction", first, introduces the research background, significance. Second, gives a brief introduction of evolvement of theory on talent assets in Western and China, and also has a generalization of relative literatures. At last, introduces the innovation, main content, andframework of the thesis.The Second chapter analyses the "economic globalization and international competition strategy". Human resources are the important productive element. With the development of globalization, the international flow of human resources is speeding up, which imposes different kinds of impacts on countries in different stage of development. The increasingly fierce competition on human resources forms warfare struggling for talents worldwide.The third chapter analyses the "economic globalization and national security". Under the background of economic globalization, every country faces the talent security besides the traditional security, especially for the developing countries. Talent security has become an important issue for national security and international relations. For China, to study and make the talent international competition strategy,we must attach great importance to the economic globalization and national talents security.The fourth chapter is the "historical experience of brain drain and talent gain". In the era of economic globalization, the fierce international competition of talent brought about the brain drain of the developing countries, which causes great loss to the limited human capital and intelligence resources. At present time, when China is implementing the strategy of prospering our country by exploiting our talent resource and building an innovation-oriented country, it is of great significance to study and learn from the historical experience of brain drain control in other countries to solve the brain drain problem and understand the talent gain policy from strategic point of view.The fifth chapter analyzes "the historical and current conditions for China in its implementation of talent competition strategy". The research and establishment of the talent competition strategy is the necessary choice to maintain the national talent security while meeting with the international competition under the background of economic globalization. It is an important basic work for constructing the international talent competition strategy to make clear the history and reality of China in its participation of international talent communications since modern time and to define the core issue and historical orientation of China's international talent competition strategy.The sixth chapter is "the countermeasure of China's international talent competition strategy". The accumulation and cultivation of talent are the key factors to realize the great rejuvenation of the Chinese nation. Therefore, we must establish and implement the international talent competition strategy based on the people-centered principle to create favorable talent cultivation environment from the standpoint of national strategy, and must transform the abundant human resources into the advantages in talent resources to win the international talent competition.
