With the development of Computer Multimedia Technology and Network Technology, the world is developing, the living space of us is changing, the ways of people's thinking and learning are changing too. The Inquiry-Based Learning is a new effective learning style which adapted to the information explosive society. It is helpful for training the student's learning ability, problem-solving ability, creative ability, information literacy, cooperative consciousness, society responsibility, etc.The instructional design of Inquiry-Based Learning is different from the instructional design of the normal subject, which is same as the Inquiry-Based Learning is different from the learning of normal curricula. So it is necessary and important to research on the instructional design of Inquiry-Based Learning. Investigating and researching on much information, analyzing the status of Inquiry-Based Learning in the china and other countries, opening out the essence and feature of Inquiry-Based Learning, expatiating the role of teacher in the Inquiry-Based Learning, integrating with the theory of instructional design, the author brought forward the Learning-tutoring Instructional Design Model of Inquiry-Based Learning.In the process of Learning-tutoring Instructional Design there are two clues: the student's learning and the teacher's tutoring. First, the student's learning steps and process are considered; second, we design the teacher's full tutoring action of all the phases of Inquiry-Based Learning to provide service for students. These two clues supplement each other in order to realize the final object of Inquiry-Based Learning.
