The quality of higher education is a perpetual theme of the higher education and its developing process. With the rapid development of science and technology, and the society, the expansion and development of higher education are facing new challenges. How to ensure the quality of higher education on the basis of the expanding enrollment and to promote the coordinateddevelopment among the four key factors-dimension, structure,quality and benefit-are important problems during thepopularization process of higher education.In order to answer the above problems, we must have a clear understanding of the concept and connotation of the quality of higher education in the new period. At the same time, we must know that the evaluation of the quality of higher education is the important means to promote the development and to ensure the improvement of the quality of higher education. This thesis has analyzed the quality evaluation of higher education from both the aspects of macro-evaluation of university as a whole and micro-evaluation of different courses, majors, and departments within a university. Macroscopically, comparative analysis on the theories and practices of university evaluation both in home and abroad has been made. Microscopically, some methods and models about the internal evaluation within a university based on the theory of statistics have been proposed. The feasibility of those methods has been checked by analyzing the example of Hefei University of Technology, and the effects of various factors to the quality of higher education have also been checked.
