Ever since the set-up of "situation and Policies" course in some colleges and universities, a certain achievements have been obtained, and a great deal of experience has been accumulated, However, some existing problems are still worrisome, including the relatively backward teaching materials, lack of united course book, random teaching, comparatively simple and backward teaching methods, irrational teaching set-up non-standard teaching process, instability of teaching faculty and the lack of learning enthusiasm. The author believes that the reasons are diversed, notably, inadequate knowledge, inaccurate orientation and irrational management mechanism.In regard to the above-mentioned problems, this paper mainly studies and analyzes how to promote the course construction of "Situation and Policies" by theory and practical teaching operation. Above all, accurate course orientation must be rectified by theory. Pilot study on its orientation is conducted systematically through target, nature and system of the course. It is proposed that the study target of the course should be put on the formation and development of the outlook on situation and policy of the college students and its educational principles. The nature of the course should be a practical theory course of Marxism, a unique training course on ideology, politics and moral character, a systematical educational course on situation and policies, and a multi-disciplinary comprehensive practical course. The structure of the course system should consist four parts: basic theory, basic policy, basic situation and topics of general interest.As for the unsatisfactory results in the course of its practice, several measures have been put forward to enhance the effect of the course "Situation and Policies". To achieve this goal, a rational management mechanism should be set up for guarantee, and its key lies in the building of a stable teaching faculty from present resource, and its core lies in the respect of students as its subject and the promotion of student' enthusiasm in the course.
