Situation and policy class is an important part of ideological and political education, after nearly30years of development, the function and position of university situation and policy course has been highlighted, but due to the historical and practical reasons, the effectiveness of situation and policy education still cannot reach the need of reality, there are some problems that restrict the teaching effectiveness of college situation and policy class.College situation and policy class is the unity of theory and method, the unity of stability and timeliness, the unity of principle and flexibility, and enhance the effectiveness of the situation and policy class, is good to achieve the comprehensive development of students and consolidate the dominant position of socialist ideology. Marx doctrine is the basis of the teaching effectiveness of college situation and policy class point; systematic holistic is an important guide for the study of the effectiveness of situation and policy teaching; pedagogy is a basic requirement for the study of the effectiveness of situation and policy teaching; inculcation theory is the important method of college situation and policy class.This paper investigates and analyses the main problems in the teaching effectiveness of college situation and policy course and reason. In view of the existing problems in the three aspects of course construction, teachers, and teaching methods, through the analysis and study of problems, present some corresponding measures:through improving awareness, teaching content of the "three combination" and the establishment of evaluation system of scientific perfect curriculum construction of university situation and policy course;through the integration of teachers’structure, adhere to the "three combination" and establish the "student oriented" philosophy of education to strengthen college situation and policy class teaching team construction; finally, create three-dimensional teaching mode optimization college situation and policy class through interactive teaching, using modern teaching means and teaching methods.
